Job Description:
Duties * You will exercise delegated oversight and managerial
authority to guide, direct, and oversee the Navy doctrine and the
Navy Warfare Library. * You will serve as the primary resource for
supervising doctrine action officers. * You will manage the
requirements across the doctrine enterprise, overseeing the
development and maintenance of the Navy Warfare Library (NWL). *
You will oversee the U.S. Navy position within the Air Land Sea
Space Application (ALSSA) Center development process. * You will
ensure the continuity of Navy doctrine and oversee long-range
planning and the currency of publications within the Navy Warfare
Library. * You will ensure that advances in emerging naval concepts
and policy are represented throughout. * You will develop and
foster a staff of maritime service members and Personnel Exchange
Program (PEP) officers. * You will be responsible for the
continuity of Navy doctrine long range planning. * You will develop
strategies to acquire and oversee contracts that support joint
doctrine initiatives. * You will provide technical direction and
coordination for NWDC to represent Navy interests in developing,
validating, and ensuring integration of fleet doctrine. * You will
coordinate with the Lessons Learned program and monitors the Navy
Lessons Learned (NLL) database for potential improvements to
subject doctrine. * You will develop data and prepare position
papers to support the development of doctrine goals and objectives.
* You will evaluate personnel and budgeting factors on a continuing
basis; and will be accountable for the proper execution of the
branch budget. Requirements Conditions of Employment * Must be a US

* Within the Department of Defense (DoD), the appointment of
retired military members within 180 days immediately following
retirement date to a civilian position is subject to the provisions
of 5 United States Code 3326. * Males born after 12-31-59 must be
registered for Selective Service. * You will be required to obtain
and maintain an interim and/or final security clearance prior to
entrance on duty. Failure to obtain and maintain the required level
of clearance may result in the withdrawal of a job offer or
removal. * MSP/PPP applicants must currently hold the required
security clearance. * Successful completion of a pre-employment
drug test (including marijuana) is required. A tentative offer of
employment will be rescinded if you fail to report to the drug test
appointment or fail the test. You will be subject to random
testing. * This position may require travel from normal duty
station to CONUS and OCONUS and may include remote or isolated
sites. You must be able to travel on military and commercial
aircraft for extended periods of time. * Supervisors in the
executive branch have a heightened personal responsibility for

General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications Your resume must demonstrate at least one year of
specialized experience at or equivalent to the GS-13 grade level or
pay band in the Federal service or equivalent experience in the
private or public sector. Specialized experience must demonstrate
the following: * Experience applying expert level of knowledge of
the qualitative and quantitative techniques for analyzing and
measuring the effectiveness, efficiency, and productivity of Navy
service doctrine development. * Experience applying extensive
knowledge of Navy and naval operations including fleet structures
and levels of command, forces, including staffs, ships, submarines,
aircraft, and their associated weapons systems, tactical combat
weapons, operational innovations, and information systems. *
Experience achieving administrative and broad policy goals
concerning the direction and priorities of Navy doctrine
development. * Experience assigning and monitoring doctrine
development milestones and objectives to carry out major projects
and programs. * Experience evaluating personnel and budgeting
factors on a continuing basis; and being accountable for the proper
